RBHS Vice Chancellor of Population Health

November 15, 2021

Dear RBHS Community Members:

I am pleased to announce that, after a national search that garnered an outstanding pool of candidates, Ethan Halm, MD, MPH, MBA has been selected to serve as Vice Chancellor of Population Health for Rutgers Biomedical and Health Sciences and Deputy Chief Population Health Officer at RWJBarnabas Health. He will begin his work at Rutgers in January of 2022.

As vice chancellor for population health, Dr. Halm will be responsible for building and aligning population health efforts across Rutgers Health, RWJBarnabas Health, and University Hospital in Newark, and will set an innovative platform for data-driven science to inform and evaluate the impact of population health and health care delivery initiatives. Dr. Halm will be a part of my leadership team and will report clinical and clinical learning environment matters through Senior Vice Chancellor for Clinical Affairs Vicente Gracias, and education and research matters through Senior Vice Chancellor for Academic Affairs and Research Bishr Omary.

In this new and critical role, Dr. Halm will establish the Rutgers Consortium of Population Health at Rutgers-RWJBarnabas Health, an organization that will encourage collaboration, scholarship, and innovation between population health investigators, educators, learners, and clinicians.

Dr. Halm is currently serving as Professor of Internal Medicine and Population and Data Sciences at the University of Texas, Southwestern Medical Center in Dallas, Texas, Chief of the Division of General Internal Medicine, and Director of the Program in Outcomes and Health Services Research. Prior to his arrival in Dallas, he served as the Associate Chief and Director of Research within Mount Sinai’s Division of General Internal Medicine in New York.

A well-published scholar, Dr. Halm’s research focuses on improving cancer screening and chronic disease management, developing clinical prediction models using electronic health records data, understanding patient, provider, system, and community factors that influence the quality and outcomes of care, and implementing interventions to foster more evidence-based, patient-centered, equitable, and cost- conscious care.  His research has been frequently cited and has been well-funded by the National Institutes of Health, Agency for Healthcare Research and Quality, and Robert Wood Johnson Foundation, among others.

Dr. Halm will make an excellent addition to the RBHS leadership team and is the ideal individual to take on this new and ambitious role. I would like to thank Dr. Gracias who led the search for this new position, along with the members of the search committee, listed below, for this successful search.

Please join me in congratulating Dr. Halm and welcoming him to Rutgers University.

Sincerely,

Brian L. Strom, MD, MPH
Chancellor, Rutgers Biomedical and Health Sciences
