Important Change to RBHS Sponsored Research and Programs Submissions and Awards

Dear Colleagues,

As of July 1, 2022, all RBHS sponsored research and program activity must be submitted under a new RBHS consolidated UEI number, YVVTQD8CJC79 (associated with DUNS# 0902998300000 and Rutgers University EIN# 1226001086-A1). 

Rutgers University must consolidate to one Federal Employer Identification Number (EIN)

Effective 07/01/2018, the Rutgers negotiated F&A rate agreement combined the organizational rates for Rutgers University (EIN/tax ID#: 1226001086-A1) and Rutgers Biomedical and Health Sciences (EIN/tax ID#: 1-4626354111-A1). Per Federal rate negotiations with the U.S. DHHS Cost Allocation Services, all Rutgers units must use the Rutgers EIN, and cease use of the RBHS EIN, by the end of the current rate agreement (06/30/2023). 

Therefore, we are beginning the migration of research and sponsored program submissions and awards as follows:

  • On April 4, 2022, the federal government stopped using the Data Universal Numbering System (DUNS) number, issued by a private company (Dun & Bradstreet), as an entity identifier and transitioned to the Unique Entity Identifier (UEI) issued by the Federal Government’s System for Award Management (SAM). All entities that had individual DUNS numbers, now have assigned UEI numbers that are used for submission to federal sponsors. 
  • Effective 07/01/2022, ALL new RBHS submissions and awards (including competitive renewals) will use the UEI number: YVVTQD8CJC79 that is associated with the RBHS institutional profile and the Rutgers University EIN.
  • Effective 07/01/2022, the RBHS EIN and all 8 of its associated DUNS/UEI numbers may no longer be used for new submissions and awards.
  • After 07/01/2022, we anticipate ALL existing NIH awards (and noncompetitive renewals) will go through a Type 7 administrative “Change of Institution Request” migration on their anniversary date(s). The process for migrating other existing awards is still being developed. Please stay tuned for more information and further instruction.

Please Note: The Ernest Mario School of Pharmacy (EMSOP), currently using the Rutgers University–New Brunswick (RU-NB) DUNS#001912864/UEI#M1LVPE5GLSD9), will discontinue use of the RU-NB numbers and will use the new RBHS UEI number: YVVTQD8CJC79, as above.

RBHS Center and Institute faculty should submit through the Chancellor-led unit (RBHS or RU-NB) that holds their primary faculty appointment.

More detailed information about the transition will be posted on the Office for Research website along with FAQ’s.
