Finance & Administration

The Office of the Senior Vice Chancellor for Finance and Administration provides leadership for the fiscal stewardship of resources in support of Rutgers Health's $2.1 billion operating budget.

The Office of Finance and Administration also provides leadership and direction for all administrative functions in support of over 6,000 full- and part-time and volunteer faculty, over 10,000 staff, 8,000 students, and 6.3 million gross square feet geographically located across the State of New Jersey. The office also functions as the liaison for the eight schools, 11 centers and institutes, the University Behavioral Health Care system, and Rutgers University.

Meet Our Team

Our team's responsibilities include budgeting and financial management and reporting, data and trend analyses, short- and long-term financial planning, resource allocation, compliance, hospital partner and affiliation management, contract negotiations, and human resource and space planning.

Senior Vice Chancellor Kathy Bramwell provides advice regarding the strategic positioning of Rutgers Health to optimize business development and entrepreneurial opportunities. She is responsible for recommending strategies to ensure fiscal solvency, economic well-being, and administrative and operational efficiencies. She provides financial direction and administrative oversight for individual units and works in partnership with hospital affiliates to assure strong alignment and close collaboration.

Kyle Aaronson leads and provides oversight for all financial aspects of the budget, including financial planning and reporting. He actively collaborates with leadership to ensure fiscal responsibility and fiscal solvency. He liaises with many offices, including the University Controller’s Office and the University Treasury. He also collaborates closely with all hospital and other affiliates to promote fiscal alignment.  

Gary Kovach

Gary Kovach provides support for the annual budget, including establishing and proposing tuition rates for board approval. He performs financial reporting and ensures compliance with policies and procedures related to procurement services. He works closely with both the Rutgers central administration and Rutgers Health financial teams in support of financial reporting. He is also responsible for the development of financial presentations for board and leadership review.

Zachary Grein

Zach Grein is responsible for tracking, disbursement, and reporting on all strategic funds. He coordinates closely with units throughout the university to allocate and record resources in support of chancellor initiatives. He oversees all aspects of affiliate billing and collections for the Office of the Chancellor.

Melissa Latchman works with the Associate Vice Chancellor of Finance and manages the chancellor’s office budget which includes annual budgeting, monthly and year-end reporting, and forecasting. She manages the monthly, quarterly and annual closing processes and acts as a liaison between Rutgers Health units and Rutgers central administration for all financial, budget, and audit related communications.

Ragini Darshan

Ragini Darshan assists with the annual budget development process for Rutgers Health units and is actively involved in assisting units with all aspects of procurement services at Rutgers. She develops tools for managing procurement functions, has been active with report development using Tableau, and functions as a liaison with University Procurement Services. She also assists with the hospital affiliate billing processes.

Sylvia Guzman

Sylvia Guzman assists with completing data requests, prepares financial adjustments, and reconciliations. She provides direct support in preparing fiscal year budgets, monthly management reporting, and analysis of revenues and expenses related to the chancellor’s office. She also records financial activities on a monthly basis and disseminates financial information to Rutgers Health deans, directors, and to the vice presidents of university offices.

Maureen Conroy drives initiatives that contribute to long-term excellence at Rutgers Health and Rutgers. She oversees projects such as contract management, research reporting, and effort certification. She is the liaison with University Human Resources with an effort toward increasing the efficiency and effectiveness of the hiring process, employee retention, and other human resource activities. She functions as a chief of staff for the Senior Vice Chancellor of Finance and Administration and handles many special projects.

Ferdous Salam is executive assistant to the Senior Vice Chancellor for Finance and Administration. She also provides administrative support to others in the Office of Finance and Administration and Faculty Affairs. As a seasoned executive assistant with over 18 years of experience at Rutgers, she oversees office inventory, organizes special events, and assists with special projects.
